Satan also came among the sons of God as the greatest accuser of all. The settlement of the earth was given over to other sides, except for the land of Israel alone. Job was given as a portion to that side so it would occupy itself with him and separate from Israel. Satan occupied himself with Job and did not accuse Israel. In times of distress, when a portion is given to the other side to occupy itself, it separates from everything - like the goat of Rosh Hodesh and Yom Kippur. The Holy One asked Satan where he came from in order to bring the act to His will.
