The Holy One builds the Temple from above first, then brings it down to its place before building the walls of Jerusalem. Generally the shell precedes the fruit in action, but in the future Israel will precede without a shell. The verse Holy is Israel to the Eternal first-fruits of His produce means Israel is the original and true first of creation.
