In every firmament there are appointed beings who govern the world. The appointee over each firmament grants that firmament the power entrusted to it, and that firmament transmits it to the earth. The appointee receives only what is granted to it by the appointee above it. All the firmaments are arranged in hierarchical order, with different appointees in each. The secret of rain, hail, snow, and all other heavenly decrees passes through the celestial appointees arranged in this order.
