זוהר ויקרא — דף סג ע”ב
Summary
And there is a person destined that curses be fulfilled through him, and in whatever he contemplates, curses, imprecation and terror come, like Balaam who was called "evil eye," for he was ready for all evil and was not ready for good; and although he blessed, his blessing was not a blessing and did not come to pass, whereas when he cursed, everything he cursed came to pass, even in a single instant, and of this it is written, "closed of eye" — in every place his eye ruled, it was cursed. Come and see what is written: "and he set his face toward the wilderness," so as to be aroused from that side where he rules and come to speak slander against Israel; and what is written of the priests? "He who has a good eye shall be blessed," for he was ready for this and blessing rested in his watchfulness. And of this we have learned: let a man turn aside even from a hundred roads rather than meet a man who has an evil eye. So too here, "and he shall send it away by the hand of a ready man" — for he was destined for this and marked for this, and the priest would recognize in him one eye somewhat different from the other: the skin over the eye covered with many hairs, the eye darkened and not looking straight — this was the man ready for this and fit for it. In Gush Halav there was a man such that wherever he struck with his hand, death followed, and people did not come near him; in Syria there was a man such that wherever he looked, even for good, everything turned to evil. One day a certain man was walking in the market, his face shining; that other man came and looked at him, and his eye burst. Therefore every person was fitted for one thing or another, and of this it is written: "He who has a good eye shall be blessed" — do not read "shall be blessed" but "shall bless."

And we have learned: that man who went to the wilderness, when he arrived there with that goat, would go up the mountain and push it away with his two hands, and before it reached halfway up the mountain it was already torn limb from limb, and that man would say: so may the iniquities of your people be wiped away, etc. And because that accuser ascends and becomes a defender of Israel, then the Holy One, blessed be He, takes all the sins of Israel and all that is written on those notes above that recall the sins of the children of man, and casts them to the place called the depths of the sea. This is what is written: "And You will cast into the depths of the sea all their sins."

This commandment, that the High Priest perform the service of that day as required and send a goat to Azazel, has as its secret, as it is said, that it separates him from the holy people so that he will not demand their sins before the King and not accuse them, for he has no power and dominion except when wrath is strengthened from above, and through that very gift he afterward turns into a guardian for them, and therefore he is driven away from before the King, because he is the end of all flesh. And the holy people give him, as he requires, a goat, and the secret of this is: "Behold, Esau my brother is a hairy man" — just as on the side of holiness there is male and female, so too on the side of impurity there is male and female. A parable is told: throw a bone to a dog, and it will lick the dust off your feet. And all of this rests upon this: so as not to arouse the secret of judgment from above, for were it to be strengthened, the children of the world would be destroyed, since it comes from the side of harsh judgment, and it has no arousal to rise above and arouse harsh judgment except because of the sins of the children of man; for at the moment a person commits a sin, it gathers together, and several thousand come to its aid, and they assemble there and take it and ascend above — may the Merciful One save us! And for all this the Holy One, blessed be He, gives Israel counsel to be saved from every side, and of this it is written: "Happy is the people for whom it is so, happy is the people whose God is the Lord." (Here ends the Raya Mehemna.)

We have learned: "And from the congregation of the children of Israel he shall take two goats for a sin offering." "And from the congregation" — so that it come from all and atone for all, for all the sins of the children of Israel are suspended here and all are atoned for through this, and it is not sufficient from a single man. And from what place are they taken? From those boxes in the courtyard where wages are collected, and they bring them from those coins that came from everyone.
